Richmond Dam Spillway Replacement - Project Updates


6/26/2026

  • SFC Civil Constructors has received sheet piling for the upstream cofferdam. SFC will start driving sheets on 06/30/26 on the south side of the spillway near the road.
  • Lake elevation as of 06/25/26 is 1351.91'. Lake needs to go to 1349'. SFC expects to be at the 1349' by the end of next week (07/04/26).
  • Foothills Contracting will start building the working pad from STA 02+50 - 14+00. The working pad is built to allow the seepage cutoff wall contractors to have area to work.
  • Foothills will also build SFC a working pad for the crane to sit on to drive the remainder of the sheets.
  • Starting 07/13/26 SFC will be working 24/6 driving sheets for the upstream cofferdam. This work is anticipated to take about two weeks.
  • Bauer Foundation has started working on the guide walls for the seepage cutoff wall. They will have guide walls built and ready for the seepage cutoff wall test section by end of week 06/27/26.
  • Bauer Foundation will start constructing the seepage cutoff wall on approximately 06/30/26. They will build the test section from STA: 0+00 - 01+00.
  • After Independence Day weekend, Bauer will start construction on the remainder of the seepage cutoff wall. This work will be done working 24/6 for the duration.
  • Interstate Drilling installed four Drive Point Piezometers along the bottom toe of the dam to monitor movement.

6/10/2026

  • Auxiliary Spillway is nearing completion. The downstream erosion protection is the last element of the spillway to be installed. Foothills Contracting is anticipating that to be completed late this week or early next week.

  • SFC continues pumping water. Since the last project update, the lake has risen almost 2 feet due to all the rain the area has received.
  • Webster Scale milled the asphalt off the road from the bridge going south to the end of the project. Foothills Contacting stockpiled the millings in the borrow pit area.
  • Please note: This is an active construction site. For your safety, please stay out so workers can focus without needing to watch for visitors from the public.

5/19/2026

  • SFC Civil Constructors (SFC) is pumping water out of the Richmond Lake and into Foot Creek.
  • As of 05/18/26, the Lake elevation has dropped 1.5 feet.
  • SFC is currently driving sheet piling for the auxiliary low flow spillway.
  • Foothills Contracting is starting to strip the topsoil off the working area. They have started removing material on the auxiliary low flow spillway.
  • Webster Wild Seed has started installing erosion control around disturbed areas.
  • Utility companies continue working diligently to move their lines out of the construction area.

5/11/2026

  • SFC Mobilized to the project site throughout the week.
  • Rain for Rent brought pipe and pumps to the site. They are working on getting them operational. The plan is to turn pumps on Tuesday, 05/12/26 to begin dewatering Richmond Lake.
  • BX removed the guardrail from the project.
  • Roughrider Crane Service mobilized and set up the 275-ton crane that will service the project.
    Foothills Contracting mobilized in a few pieces of equipment in preparation of stripping topsoil.
